In the spring of 1937, a group of investors sought to raise enough capital to construct a large commercial building fronting on the 300 block of Main St. (Last Chance Gulch). The effort was short-lived, as the last newspaper mention found of the project was published in May of 1937.

In 1941 and 1946, plans were drawn up to construct a large motion picture theater on the same site, but those plans also never came to fruition. It wasn't until 1961 that a project was completed on the site, when the J. C. Penney Co. opened a new store. Penney's moved to a new store at Capital Hill Mall in 1984. The mall is now gone.

The former Penney's building on LCG is currently occupied by State of Montana offices.
